Quantum computing: $12.6 billion raised, $1 billion earned

In early July 2026, the White House pledged more than $2 billion to deliver the first industrially useful quantum computer by 2028. In 2025, quantum raised $12.6 billion and billed barely $1 billion. The gap tells the least visible story in technology: diffusion.

The fact

In early July 2026, the White House gathered federal agencies and industry leaders to defend one promise: deliver the first industrially useful quantum computer by 2028. More than $2 billion was pledged to nine companies, in exchange for equity stakes. In 2025, according to McKinsey, quantum start-ups raised $12.6 billion, 6.3 times the 2024 figure. Sector revenue barely passed $1 billion.

Why it deserves attention

That one-to-twelve gap is not an accounting quirk: it is the signature of a technology stuck between two floors. Experimental quantum computers already exist, at large groups and at start-ups alike. A machine that can solve, in production, problems classical computers cannot handle exists nowhere. Between the two lies the move from invention to use, the step that decides whether the billions committed create value or disappointment.

Governments have understood this and are positioning themselves everywhere. The European Union and its member states have mobilised more than 11 billion euros of public funding in five years, according to the July 2025 European quantum strategy. Japan has earmarked 1,050 billion yen for chips and quantum combined, the United Kingdom £2.5 billion over ten years, topped up by up to £2 billion announced in March 2026. China is credited with $15 billion, a disputed figure that several sector specialists consider heavily overstated. But public money does not manufacture diffusion. It funds research, it secures supply chains, it sets a date. The rest depends on a variable no budget commands: the day the more than 300 companies now testing these machines start using them every day.
