Rhine at 5 centimetres: when depth sets the freight price
Rhine levels have rebounded and the headlines have moved on. The mechanism has not. At the river’s narrowest point, a vessel needs roughly 150 centimetres of water to load to full capacity. In mid-August, five were left. What was missing was not the river, but its depth.

The fact
On the morning of 24 August, Germany’s federal waterways administration recorded about 60 centimetres at Kaub, the chokepoint on the middle Rhine. The river was rising fast: 75 centimetres by the afternoon. A week earlier, on 17 August, the gauge had fallen to 5 centimetres, far below the previous record of 25 centimetres set on 22 October 2018. The reading needed to load a vessel to full capacity at that point: roughly 150 centimetres, according to operators.

Why it matters
Kaub is not just a water-level reading: it is a price. The number in centimetres sets the available draught, and therefore how much cargo a vessel can carry without touching the bottom. As traffic resumed in late August, some vessels were passing Kaub with only 700 to 800 tonnes aboard, depending on the type. A barge of that kind carries 1,500 when fully loaded. The cargo does not vanish: it is split across several vessels, or moved onto the road. Chemicals maker Covestro ran the arithmetic, it takes 60 trucks to replace a single 1,500-tonne barge.
That is where the stakes sit. Cost per tonne shipped climbs while nothing has changed inside the plant or in the market for the product itself. The extra cost shows up in the price of fuels, chemicals, steel and grain moving upriver from Rotterdam. At the port of Duisburg, vessels were carrying only about 20% of their usual cargo on 21 August. Commerzbank estimated that low water lasting into mid-September would have cut roughly 0.35 percentage point from quarterly growth in Europe’s largest economy.
The Rhine is not an isolated case. The Danube hit its own records in early August. Power plants drawing on it for cooling water came close to shutting down, in Hungary and Romania. The Mississippi, the Yangtze and the Panama Canal have all imposed loading restrictions on the same logic in recent years. The scarce resource here is neither a metal nor an energy source: it is depth. A free input, absent from every ledger, whose absence is billed by the tonne.
