Lithium: Zimbabwe secures $300 million to refine at home

Africa's top lithium producer just landed $300 million to process its ore at home instead of shipping it raw. The Chinese-financed deal exposes the real contest behind critical materials: not who owns the deposits, but who controls the processing steps where most of the value is captured.

The fact

Zimbabwe’s state mining group Kuvimba Mining House has secured $300 million to develop the Sandawana lithium mine. A Chinese consortium will finance and build a concentrator plant able to process 600,000 tonnes of ore per year, with production targeted for early 2027.

Why it deserves attention

Mining is not processing. Zimbabwe already ranks fourth among world lithium producers and first in Africa, with 22,000 tonnes mined in 2024 according to the USGS. Yet most of a battery’s value is created after the mine: ore concentration, refining, cell chemistry. Since late 2022, the country has banned raw ore exports precisely to force that transformation to happen on its own soil.

The structure of the deal captures the producer’s dilemma. The Chinese consortium brings capital and technology, will operate the plant for at least five years, then hand it over to Kuvimba: a build, operate, transfer model that speeds up the move up the value chain while extending dependence on the dominant player. China already controls most of the world’s battery-material refining. Every plant financed this way strengthens that position, while giving the host country a chance to learn the trade and finally capture more than the value of raw rock.
